単に予算消化のためでなく
年度初めにやってしまうと
より深刻なことになったときに
予算がなくなるので温存して
年度末になってしまうということ

これは本当。工事類に限らず。
知らずに批判する人が勘違いして言うような
｢必要もないのに予算を使い切るためにやる｣
のではなく、全部必要だから予算になってる。

そもそも予算編成の時点で
｢来年一年間に起きることを全部詳細に予言しなさい｣
という無理ゲーだからね。

工事について補足。
予算は単年度主義。繰越もあるけど、４月の異動で着任後すぐ関係機関協議とか調整をして
発注手続きし始めるのは５月のＧＷ明けくらいから。
入札方式（談合対策）の複雑化で、契約まで異常に時間がかかりようになり、秋頃契約。
測量、現地調査ですぐに冬。ガンガン工事するのが、年末から年度末になってしまい、
「年度末に予算消化している」と見られてしまう。。。
